What is the policy regarding inmate mail?

Incoming mail is subject to search before the inmate receives it.  Inmates may receive blank pre-stamped envelopes in the mail, as long as they are "embossed" stamped envelopes from the post office.  Blank envelopes sent to inmates with "sticky" postage stamps will be confiscated and placed in the inmate's property.  Postage stamps that are sent alone will be confiscated and placed in the inmate's property.  Adhesive return address labels, stickers of any kind and writing other than inmate name and address and return name and address are forbidden and will be returned to the sender.  "Scented/perfumed" letters will be immediately returned to sender.  All "sticky" stamps attached to incoming mail for an inmate are removed before the inmate receives it.  Intra-facility mail (letters from one inmate to another) is forbidden.  Outside persons forwarding mail from one inmate to another will be dealt with accordingly.  Mail received for an inmate that is no longer here will be returned to the sender.
